Head of Crane Industries and one of Adrian's most persistent rivals — a weapons manufacturer who does not limit his business to sanctioned channels.

Victor built his empire on a simple premise: Valerius sells performance, and Crane sells access. Where Valerius systems require high-tier integration, Crane products are cheaper, cruder, and available to anyone who can meet the price — officially or otherwise. He operates black market channels by reputation if not by record, and his relationships with the grey zones between Sanctum and Colony are an open secret at the Council table. He wants the Valerius monopoly broken. His son Declan does not share his methods or his ambitions.
